Terrible Landlords? Jacksonville, Florida

We are an equal opportunity warning site. Here is what we got on Facebook from a tenant who had issues with her landlord.  Directly from her, we take no responsibility. Thought we would try to be fair.


 
what about TENANTS helping other TENANTS....Do NOT rent from Chappell Rentals in Jacksonville florida...he is the biggest slum lord around...lived on his property on osteen street in Jacksonville ...we had leaky roof...caving in floor...poop coming up in our tub...RODENTS in the home...no AC...barly any of the plug in the home worked...and anytime he was asked to fix something he threw a fit and then avoided my calls and the stuff never got fixed!

  2. Tenant is currently under eviction for nonpayment of several months rent. Typical lies about why rent wasn't paid, then the crying and begging starts and when that doesn't work the cussing and threats start. Now we are the SOB's kicking them out. 8 peaple living in the house, 6 dogs, multiple cats, house is destroyed and filthy. Every workorder ever called in was fixed in 24 hours except A/C call that came in after eviction was filed. 3/2 mobile home for $495. per month. Give me a break. Everybody smokes, trash and yard littered with beer cans, drugs maybe? As you landlords know, you are the bad guy and they are the victims.

  6. chappell is a JERK who screams and yells and threatens when he does not get his way. thinks he is a lady.s man, HA!! frequents strip joints . looks like satan and behaves like him . slum lord is much too mild a name for him. rent from ANYONE but him.

    1. He's not a JERK. More like he gets JERKED around by tenants who repeatedly lie over and over. His problem is he gives too many people the benefit of the doubt. That's a shame because they don't deserve any consideration what so ever. People lie to cover up and these tenants will slander the next poor unsuspecting landlord because nothing is ever their fault. It's the landlord's fault that they don't pay what they owe.

  7. Do not rent from landlord of chelsea courtyard apartments and alderman apartments. The apartments are dumps.Alderman apartments are falling in and the plumbing sucks. landlord does not fix problems. rats and roaches are more abundant than renters.they reel you in with a cheap first months rent then everything falls to pieces and they never fix it. turds are floating in the yard where plumbing is broke and they dont care. chelsea coutyard is a little better but not much. drugs are the problem there,management does not care as long as they get your money. beware,cant say you were not warned.

  8. I was a resident at Alderman Apts on Underhill Dr. in Arlington. I too was given a cheap move in rate. The place is a MAJOR DUMP!!! Management dosent fix anything and my neighbors were HELLIONS!!!!!!!!!! I complained so much that they offered me an apartment at THEIR OTHER DUMP"CHELSEA COURTYARDS". This place is almost as bad as ALDERMAN, but i must say CHELSEA COURTYARDS APTS HOLD THE RECORD FOR DRUGS AND HOOKERS. I cant even go out my door without being accosted for drugs or sex. I cant afford to move now until my taxes come in but believe me i am currently looking . BOTH PLACES RATE AN F MINUS!!! BEWARE,go to the rescue mission before you move in either place because you will be much safer.

  9. dave chappell DOES own the property on osteen...wanna see a copy of the lease??? i dont know what tennent your talking about that had 8 ppl and all them animals but I only had 3 people in a 3 bedroom mobile home and 1 cat....he made me live with no AC and no Heat and leaky roof and i have alllll the pics to back up what i say including the poop in the tub....so dont talk crap unless u know the truth

    1. I know the truth. I was a neighbor and you didn't pay any rent. You hung out with scum and you fit right in. You were evicted from them cause you didn't pay rent. The best neighbors have moved in there and they have had no problem. It's been such a better neighborhood since you left. You and your crazy man. And ya gave all your animals to the other neighbors who still rent from chappell's.

Number one...you have me confused with some other tenant...I payed my rent every month and i have every copy of the checks i paid with...i was not evicted i moved out cause he wouldnt fix a gad damned thing and allowed the sewage to run off in my yard and back up in my tub...i had broken windows no ac no heat no working fridge leaky roof holes in floors non locking and non shutting doors...rodents roaches and the list goes on...i didnt have a choice when i moved in cause i was out of state when i rented it and packed the uhaul and moved to jax...he jacked the rent up on my when i moved in...so now if you wanna talk out your a55 then so be it but know the facts before you get diarrhea of the mouth and spew crap you know nothing about!! i HAVE PICTURES OF THE FECES AND ALL THE DAMAGE TO!!

    3. yep I believe you cus I am going through the same thing with them...It is so great when your home smells like sewer and they will not call you back. I have no heat because after complaining several times they finally hooked up a unit and now when I turn it on it pops the breaker...so sill no heat...the plumbing in this place is all screwed up they do not even have the drain hooked up on the tub...not knowing this I used it 2 times so I assume the floor under the tub got all wet. I will be looking for a new place to move because we do not deserve this we are a hard working honest family and we pay our rent early and keep our home spotless. This place is in no way up to code and the people doing the work are not licensed to do it.

  10. as for the most recent tenants...yeah i knew who they were it was a single mom of 2 girls and they had 1 dog and then they let the people move in from across the street who had 2 dogs and then they let 5 more move in from down the road so YEAH they did have a ton there ..this is about the mobile home on osteen...they really were filthy people...but thats still is no excuse for not fixing the joint before people move in...its florida for crying outloud places need AC

  12. DAVE CHAPPELL IS THE BIGGEST AND WORSE SLUM LORD IN JACKSONVILLE FLORIDA. IF YOU TELL HIM YOU NEED SOMETHING FIXED HE STARTS SCREAMING AND YELLING AND LOOSES CONTROL. HE IS A VERY SCARY INDIVIDUAL WHEN HE GETS UPSET. .... ON THE OTHER HAND IF YOU ARE A SOMEWHAT DECENT LOOKING YOUNG WOMAN HE WILL TRY TO "TURN ON THE CHARM" .   13. I AGREE WITH THE ABOVE STATEMENT!! HE IS THE WORST SLUMLORD IVE EVER ENCOUNTERED...IF HE WANTS TENENTS TO CARE FOR HIS PROPERTYS THEN HE SHOULD CARE FOR THEM FIRST! i am a witness to 8733 osteen street! they had sewage backing up in their BATHTUB and the plumber that he sent 1 1/2 months later said (LOOK IM GOING TO BE HONEST WUTH YOU DAVE SAID DO THIS FOR AS CHEAP AS POSSIABLE AND TOLD ME TO CUT THE PIPE IN THE PARD AND LET IT DRAIN LIKE THAT) mind you this was now floing all into the yard RAW sewage! their were also rodents in the home...holes in the back bedroom floor...hols under the kitchen sink that you could see right outside...cock roaches galore...no ac no heat DO NOT RENT FROM THIS PIECE OF CRAP...HE WINS THE CROWN FOR BEING THE BIGGEST SLUMLORD AROUND!!!

I get things fixed when called in and I am not a young hot chick. So I don't know what ya all did to him except maybe not pay your rent. If you don't pay rent why should anyone fix things for you.

  15. I looked at the houses about 4 months back and they were disgusting they smelled horrible and the carpets were horrible bathroom tub was stained, porches were caving in i'm completely over this yuck!?!

  16. dave chappell is the slum lord king of jacksonville fl he buys up falling in property for pennies on the dollar and does minimal repairs,mostly he covers up the damage and danger.his "workers" are crack heads and jail birds who work for practically nothing. dont rent from him. he wont fix nothing and when you tell him you need something fixed he starts screaming like an idiot. he will cuss you out and blame you for the problem. this man should be in jail for the way he treats people. if you rent from him and chappell rentals you are crazy!!!!!!!!!!!!!!!!!!

  17. chappell rentals consist of AGING STRIPPERS and OLD DAVE CHAPPELL . go look at some of his properties, you have to be desperate to rent from them. his places ARE NOT UP TO CODE AND ARE DANGEROUS. you will get burned badly if you rent ANYTHING from them. check out his places for yourself.

I agree I have looked at several of his properties over the past two weeks and the only one I have seen any problem with is one of the mobile homes that is off of osteen rd. it has damage from a past tenant who had dogs and they place smelled horrible due to this fact. Most of his homes actually are pretty nice.

  21. I rent one of his houses in a nicer part of town. In the year and a half ive lived in my home i for the most part have been really satisfied. when ever i call, they generally come out in the alloted time frame. The maintainence guy they have is very friendly and courteous. I personally did my research on the leasing agency before we moved in. Believe me, with as much as im paying for rent i wasnt going to be messed up with a crook! Im a firm believer in you get what you pay for! I have recommended this agency to others.

  22. Funny the ones replying to previous comments is Chappell Rentals. They do not fix anything in a reasonable time frame. I still have problems where I am staying from 3 months ago. Out of everyone who I have spoken with who is renting or previously rented from them have nothing good to say. I pay my rent and yet still they haven't taken care of the problems. And sorry but someone being a funny guy does not mean they are good landlords. Wonder who posted that comment? And only a slumlord would google their own name to find this website and try to talk bad about people. Everyone can't be wrong. Ever stop to think maybe people quit paying rent because of all the problems. My rent isn't cheap either and I definatily am not getting what I pay for. Also they list there properties for cheaper then when you sign the lease you discover it is $50 more then what they listed it as.

    1. The reason MOST people quit paying rent is because having a roof over their heads is not a priority. They're not responsible individuals which is why the rent doesn't get paid, utilities don't get paid, and any other vital necessity involved with keeping a home. But I bet these tenants manage to have cigarettes, alcohol,tatoos, cable tv, video games,cell phones,etc. and as long as this is the way you choose to live your life then you can blame only yourself.

They dont fix anything, and had my mom move in a townhouse off justina with no heating unit, no FLOOR just concrete, and many MANY other things. Totally disgusting do NOT rent from them!

THE NUMBER TO CALL IS 630-CITY THEY WILL DIRECT YOU TO THE PROPER AUTHORITY WHO WILL INSPECT THE PROPERTY TO SEE IF IT IS UP TO CODE. THIS PHONE CALL COULD SAVE YOUR AND YOUR FAMILY'S LIVES.

  31. Have you ever noticed that scumbags that don't pay their rent always blame other people for it. It is always the landlords fault. Nobody likes them. They have always been treated badly. They have a run of bad luck (drugs, alcohol etc). Poor victims on everyone. Give me a break. Try paying your bills and standing on your own two feet for once. You might find you will like it if you will try. You whining and crying is hurting my ears.

  34. Chappel Rents did the same to me. They tried to charge me $50.00 more that what they listed it for. I told them to keep the place. I found a nicer house for less money and in a better neighborhood.

I rented a home at 5918 avenue b jacksonville fl with chappell properties i moved out in the 3rd month I called there office several times to get them to fix my heat and air no one would return my calls i called 12 times in 1 week they awnsered the 1st time and i was told someone would be out to see about it and no one came i had 7 kids and it was cold and my refridgerator was out as well we used a cooler and i paid 675 a month to some that might not be alot but for a mother tring to get ahead its really hard im not on drugs i dont drink and i went to the court house about this but i had no money to file at small claims court so i contacted chappell property again and let them no i will be moving out i had to go to a womans shelter with my kids that was in 2007 i have 2300 on my credit report from them can anyone tell me what i can do i tried calling there office but its not the same management i want this off i dont owe this money to this man this was christmas time and we didnt have a christmas due to money at hotels and having to buy food with no refrigerator my email is cretchenfamily@yahoo.com if you have any comments or ideas ive never direspected him in anyway and just want this off my credit

  36. Do not rent from Ken Lindsey.
    Specifically property at 1574 Mountain Lake Drive East off of Hammond Blvd.
    House is a great deal (3br for $800). But it's a slum.
    Problems:
    Shingles coming off of roof
    Skylight leaks over the bookshelves
    Half of the outlets do not work
    No insulation in the laundry room
    multiple holes throughout laundry room wall
    garage has naked wiring throughout
    shelves in laundry room held up by 2x4 in garage
    outside covered in rotting wood
    doors not sealed, windows not sealed and have holes throughout screen
    Garage split in half to make 2 rooms: obviously not a licensed job-very bad work
    back fence falling down


    ****Home is also in foreclosure!!!!! So landlord must be fought with to fix any problems

    there are people out there who need a place to rent and luckily there are landlords like Dave Chappell.
    he will rent to just about ANYONE -
    I admit his properties are not the greatest BUT to someone (especially a family)
    who needs a home, he makes it possible.

    people,,, you gotta realize most of his tenants were down on their luck when the came to him.
    most of his tenants DO HAVE issues they are struggling with & trying to overcome
    and some of his tenants are happy being the low life they are.

    as for his staff - he is doing everyone a favor by employing these people

    we ALL know that BEFORE you move-in to a rental YOU MUST ask your landlord to fix EVERYTHING you can think of because ALL landlords/property management companies will do WHATEVER they can to get you into their property. Once your in, that is a different story.
    AND if you keep the place gross AND pay late, NO LANDLORD is gonna fix ANYTHING for you
    - You would have NO RIGHT to even ASK!

    BTW - READ your contracts people! Because you have NO RIGHT to be surprised the rent is jacked up $50/month.
    AND that is ONLY if you pay AFTER the date SPECIFIED ON THE CONTRACT

    Dave at Chappell is a smart man and KNOWS how to make money
    HE KNOWS/DOES WHAT HE NEEDS TO DO TO STAY LEGITIMATE/LEGAL.

  40. First of all, for the idiot that can't think of anything else to say, I want to go ahead and make a point to let everyone know that this comment is NOT being submitted by Dave Chappell himself. Actually, I'm a former employee who is NOT a stripper, former stripper, aging stripper, crackhead, or jailbird. For the person or whatever you are who keeps posting that, how do YOU know he only hires strippers and crackheads? You don't, unless you happen to be one yourself. As far as where Mr. Chappell chooses to spend his free time, again, how would you know unless you are there yourself? Besides that, what difference does it make to you where he goes and who he spends time with? Your comments are completely irrelevent and all you are doing is embarrassing yourself by making them repeatedly.   41. Let a person who actually KNOWS Mr. Chappell defend his character from these attacks. He truly cares about all people & loves his family. He bends over backward to help people who in my opinion sometimes don't deserve it. When the rules are bent at Chappell Rentals, it's always in the tenant's favor. I've seen him work with people, men and women, old and young. If he believes you are an upstanding person he will help you. There are no illegal evictions going on, he's not in the eviction business, he's in the rental business. He doesn't make money evicting people. Are you crazy? If you knew anything about what you are talking about you would know that the eviction process is very costly to the landlord and must be done through a court of law. Again, renting homes to people and families is how Mr. Chappell makes his living. He's not running a charity. You don't pay, you don't stay. Real simple. Another thing, no one puts a gun to anybody's head and forces them to rent from Chappells. I know for a fact they will not rent a property out sight unseen. That means before a tenant moves in they have the opportunity to thoroughly inspect a property before accepting it and signing a rental contract. If you look at a place with "caving in floors" why would you agree to rent it in the first place? If his places are not "UP TO CODE" as you say, then go somewhere else. You don't have to rent from him, you have a choice. Find a place that is up to your standards. I've seen Mr. Chappel take chances on people who's credit and rental history didn't qualify them to live under a bridge. Sometimes it works out, most of the time it doesn't. Very few people are actually down on their luck trying to get ahead. Most people with poor rental history and multiple evictions, make their living ripping people off, going from place to place living months for free. They prey on the good nature of landlords who want to help people get on their feet. I've never once met a person with an eviction on their record who did not blame the prior landlord for it. NEVER.

As far as repairs go, if you don't want the maintenance man to come out and unclog your toilet, then get ready to pay higher rent because it costs a lot more to hire a licensed plumber to do the job. That extra expense means a raise in the monthly rental rate for tenants. Also, properties are put in trusts for protective purposes not tax evasion!!! How many brain cells are you functioning with anyway? Stop making ignorant and unfounded accusations, you fool. Finally, we all have the right to make informed decisions about where we choose to live. I personally would not let the negative comments made by a few disgruntled ex-tenants decide where I rent. If there were truly laws being broken here by the landlord, there are proper channels available for the tenant to seek relief. Some people will never be happy no matter what is done for them and some people never take responsibility for their own actions.

  43. It's sadly funny how nice a potential tenant is to get in and how psychotic they become like children when they can't get their way. There are 2 sides to a lease contract and the place was 1. Good enough to rent or 2. Substandard and asking rents that only the poor would pay rather than be on the street. You get what you pay for and you pay what you contract for. I don't know anyone named here but I don't see the apparent psychotic acting x-tenants placing case numbers proving their point and I expect that’s because they lost even when they figuratively or literally toss their children on the judges table to illicit sympathy. All you or is it JUST ONE that’s complaining prove your not psychotic and place your case numbers of the docket of your wins against any one of the names mentioned. I notice the one I looked up the tenant lost and no surprise there. The landlord/owners search their name just to find psychotics like you who show your true colors in your own posts cowardly as you are posting as anonymous. This man or these people say don't rent from this man when by the face of their actions and statements insanely repeated show were the real problem is. I hope I never see you as my tenant and if I do you can complain and I will file your losing case# with my judgment and record the lien against you so the next Landlords can say NO to your nice yet hiding your psychotic face. Smile your denied!!! Live in dumps till you get it if that ever happens.

  44. I rent from Chappell currently. I have to say that other than some minor maintenance issues that have to do largely in part with the age of the house, some troublesome rodent species taking advantage of the attic, and the land settling because we are close to water that always causes minor issues with houses, we are happy with our place.

I forgot to add...it's a good idea to check into getting an energy audit and (sometimes if needed) a code inspection scheduled on any place you choose to rent depending on the age and type of property. It makes good sense to work with your landlord to take the proper steps to keeping your home maintained like you would your vehicle in order to keep major repairs down and your headache of having to deal with them away.
