Carmen Hester, moved in February, 2011 - immediately moved in extra tenants without permission; had loud, obnoxious visitors up until 4 a.m. and always outside so the noise and filthy language could be heard all over our park - neighbors called police. Did not pay March rent, kept making excuses and promising to come pay. Served eviction notice and then the partying really started - steady stream of people, noise, garbage - all a/c units running all time even at 35-40 degree evenings, doors standing wide open at same time. Finally got 24-hour writ of possession and left place full of garbage and smelling horrible, window screens knocked off, etc. DCF was called by neighbor due to her treatment of 3 year old child and what he was exposed to constantly.
